Introduction

Recent, rather sharp, disputes around of presidential elections in Ukraine have evidently shown, attitudes between Russia and the USA are how much fragile and fragile.

Highly estimated both in Washington, and in Moscow as "the strategic partnership", these attitudes began to crack. Break between conversations in occasion of successes of bilaterial cooperation and its real not enough pithiness has considerably increased. Superficial character of the Russian-American communications has led to that interested in their development have remained, as a matter of fact, only leaders of both countries and some high government officials. But numbers of sceptics were increased, and before an amplified chorus of their voices interstate relations became more and more vulnerable.

Today the USA pays Russia at the best minor attention in the foreign policy. And the Russian political elites often use antiamerican moods kept in a society to criticize behaviour of the United States. When there are serious political disagreements as, for example, because of war in Iraq in 2002-2003 or because of a situation in Ukraine in 2004, the Russian-American attitudes easily roll down in "crisis" and even to threat new "cold war".
